At first, you need to get the approval letter before you apply for visa on arrival and then collect the visa upon arrival. The airlines won’t allow you if you do not have an approval letter as they are the proof that you’ll be getting the visa stamped on the passport upon arrival. So, make sure to get the approval letter.
