According to the Note exchanged between the Ministry of Foreign Affairs of Vietnam and the Ministry of Foreign Affairs of Japan on visa exemption for citizens holding diplomatic passports and official passports. Exchange of notes on March 8, 2005, effective from May 1, 2005:

• (1) Japanese citizens holding valid diplomatic or official passports issued by the Ministry of Foreign Affairs of Japan, seeking entry into the Socialist Republic of Vietnam for the purpose of exercising diplomatic or consular functions, or official duties of the Government of Japan and members of their families forming part of their respective households, having diplomatic or official passports, may enter the territory of the Socialist Republic of Vietnam without obtaining a visa irrespective of the duration of stay in the Socialist Republic of Vietnam.
• (2) Japanese citizens holding valid diplomatic or official passports issued by the Ministry of Foreign Affairs of Japan, seeking into the Socialist Republic of Vietnam for the purpose other than those in the paragraph (1), and with the intention of staying for a period not exceeding ninety (90) consecutive days, may enter the Socialist Republic of Vietnam without obtaining a visa.

Note: Authorities in Vietnam have unilaterally granted Japanese citizens a 45-day visa exemption, allowing them to enter the country without a visa beforehand.
